La majorité départementale a présenté un budget 2015, soi-disant contraint par la baisse « massive » des dotations de l’Etat. En réalité, cette baisse représente 1,06% de notre budget, ce qui n’est pas si massif et correspond à notre contribution au désendettement de l’Etat. Cet effort n’est donc pas insurmontable, même s’il se conjugue avec la hausse du nombre de bénéficiaires du RSA, du fait de la crise, allocation pour laquelle l’Etat nous reverse des moyens sensiblement équivalents.
Les choix de ce budget, qui s’élève à 462 millions d’euros, sont présentés par la majorité comme « contraints ». Il n’en est rien ! En effet, la majorité réduit fortement les subventions aux maisons de retraite, ce qui va augmenter le prix de journée pour les familles (jusqu’à 450 €/mois de son propre aveu ! quand on sait que les vosgiens ont de petites retraites parfois proches de 600€…) mais dans le même temps la même majorité départementale va investir 500 000 € dans l’aéroport Epinal-Mirecourt et subventionner une ligne de départ en avion vers la Turquie (même pas pour attirer des touristes, juste pour aider certains à partir en vacances moins cher…). Vous avez dit choix contraint ? La majorité départementale dit qu’elle n’a pas les moyens de réaliser tous les travaux dans les collèges (notre collègue de Fraize a apporté les photos des fuites dans les salles où il est disposé des seaux pour récupérer l’eau de pluie !) mais dans le même temps elle met de nouveau des crédits pour l’aménagement de la Zone d’Activité de Damblain où M. Poncelet avait promis 1 500 emplois en … 2004 ! et où 30 millions d’euros ont déjà été engloutis… combien de collèges rénovés pour ce prix ? La majorité départementale affirme qu’elle doit réduire les aides aux petites communes rurales qui n’auront plus les moyens de réaliser des travaux sans la solidarité départementale. Mais dans le même temps le budget de la communication du Département est préservé à 2 Millions d’euros ! Vous avez dit choix contraint ?
Les exemples sont nombreux, aussi le Groupe des élus Républicains et Socialistes que je préside a été le seul à ne pas voter ce budget (budget approuvé par les groupes Poncelet, Faivre et Huguenot).
