Didier Guillaume vient de succéder à StéphaneTravert au Ministère de l'Agriculture. Bien que le terme "forêt", qui représente pourtant un tiers du territoire français, ne se retrouve pas dans l’intitulé du Ministère, le nouveau Ministre a été conseiller de Jean Glavany alors que celui-ci portait un projet de loi essentiel sur la forêt et corapporteur du projet de loi d'avenir pour l'agriculture, l'alimentation et la forêt au Sénat en 2014. Didier Guillaume devrait donc être connaisseur des questions forestières. Il a devant lui d'importants dossiers sur ce sujet!
La forêt et le bois représentent une opportunité pour la France qui dispose largement de cette ressource : puits de carbone, réservoir de biodiversité, énergie renouvelable, matière première de la bioéconomie, espace de loisirs et de bien-être. Dynamiser la filière forêt bois c'est saisir ces opportunités!
Une actualité urgente à traiter pour le Ministre : le modèle économique affaibli de l’ONF, gestionnaire de la forêt publique. En déficit récurrent du fait d'un modèle économique non pérenne, l'Office connaît des difficultés auxquelles il convient enfin de remédier. La "marche pour la forêt" actuellement en cours en France doit trouver une réponse politique pour l'avenir des forêts publiques et de leur gestion.
Autre dossier brûlant pour le nouveau Ministre : la réalisation d’une usine d’huile de palme en Région PACA, dite « bioraffinerie de la Mède » (autorisation délivrée à Total le 16 mai dernier) représente de la déforestation importée – rappelons que la déforestation représente 10% des émissions mondiales de gaz à effet de serre -. La France veut-elle vraiment continuer à s'engager sur ce projet?
Enfin, autre dossier chaud, le permis d’exploiter – qui doit être délivré cet automne - une mine d’or en Guyane, dit projet « Montagne d’Or », ayant reçu le soutien d’E. Macron fera disparaître 1500 hectares de forêts en plein cœur de l’Amazonie et utilisera une méthode d’extraction au cyanure extrêmement polluant menaçant ainsi la faune et la flore locale.
Des sujets tout aussi importants et récurrent seront également à traiter, comme le déficit extérieur récurrent de la filière. Comment accroître la transformation des bois sur notre sol et donc la création de valeur, pour ne pas rester cantonnés à la production de matière première?
La sous-exploitation de la forêt des particuliers dont on ne prélève que la moitié de l’accroissement annuel. Il existe un potentiel supplémentaire dans la collecte de bois dans la forêt privé, comment le mobiliser?
Nous pourrons juger l'action du nouveau Minsitre à l'aune des réponses qui seront apportées à ces dossiers...
