La couverture de l’ensemble du Département en haut débit, puis le passage en très haut débit était un des axes de campagne du Groupe des élus Républicains Et Socialistes dès 2010. Après la perte de temps du PPP, la majorité a (enfin) présenté un plan concret pour rattraper notre retard (montrant au passage que les services du Conseil Général sont capables de traiter ce type de dossiers complexes). Il est temps ! il en va de l’égalité entre les territoires, notamment pour le monde rural, mais aussi de l’attractivité économique des Vosges et de la compétitivité de ses entreprises.
Les Marchés de travaux pour la mise en œuvre de la première phase du plan ont été notifiés le 22/07/2014 à Orange (études et maîtrise d’œuvre, fourniture et installation des armoires et de la fibre optique) et le 27/08/2014 à STT (travaux de génie civil) pour un total de 11+7 = 18 Millions €.
Appel à projet France Très Haut Débit (Fonds pour le Société Numérique FSN) : dossier vosgien auditionné à Bercy le 11/07/2013, d’où révision du Schéma Départemental (voté le 25/11/2013) et dépôt du dossier 5 décembre 2013 ; la mission France Très Haut Débit demande un premier déploiement des fibres à l’abonné (FTTH) pour 20 000 prises dès la première phase de notre plan. D’où une étude du Conseil Général autour des principaux EPCI (Epinal, Neufchâteau, Gérardmer, Remiremont, Vittel, Saint-Dié). Le Conseil général propose en conclusion de couvrir 6 communes de la Communauté d’Agglomération d’Epinal ainsi que l’ensemble de la Communauté de Communes de la Porte des Hautes Vosges (avec subvention de 50% du département) pour un coût total de ces travaux de 26,28 Millions d’euros (11,48 millions pour le Conseil Général). Notre dossier départemental sera examiné au niveau national le 26/11/2014
Mise en œuvre. Ce projet comportera deux dimensions : la première avec la mise en place de la fibre et de points de raccordement mutualisés (PRM) dans les secteurs du département des Vosges qui ne possèdent pas encore le haut débit (au total 48 PRM seront installés en 2014 – 2015 à raison d’un maximum de 10 commandes par mois avec un délais de réalisation de 32 semaines ; au total 97 PRM sont à déployer pour toutes les zones blanches du département) à partir de 2016 avec les 49 PRM restant à installer, viendra le temps de la montée en débit des zones qui ont déjà actuellement de l’adsl mais avec un faible débit. La FTTH (fibre chez l’abonné) interviendra ensuite en 2016 – 2019.
Mon analyse : Satisfaction que le plan s’engage (enfin !) – dossier sur lequel le GRES a toujours demandé une accélération face à des années d’atermoiements du Département des Vosges (rappelons-nous le temps perdu pour un PPP très haut débit), l’aménagement numérique étant un facteur d’attractivité essentiel pour le développement économique : attirer des implantations d’entreprises de l’économie numérique, renforcer la compétitivité des entreprises vosgiennes qui ont de plus en plus recours au numérique et améliorer le service public dont le numérique devient un support essentiel – l’autre versant de cette couverture numérique, avec la compétitivité et l’emploi, c’est l’accessibilité, pour que chaque vosgien ait la chance de bénéficier d’internet haut débit (pour les services, les loisirs, l’accès aux services publics…).
On peut regretter que 49 zones blanches devront encore attendre 2016 (Michel Humbert regrette que l’Est du Département passe en dernier) la planification de ces travaux pourra être présentée dès que les études auront été réalisées (début 2015 ?).
On peut s’interroger également sur le choix de la communauté de communes de la porte des Hautes Vosges (Remiremont !) pour un coût de 18 millions d’euros pour la fibre chez l’abonné alors que la deuxième aire urbaine du Département (Saint-Dié) n’est pas choisie alors même que les opérateurs privés vont y installer la fibre optique et donc que l’on pourrait s’attendre à des coûts inférieurs en profitant de ce réseau déjà présent à la différence de Remiremont. (si l’Etat a demandé une étude par communauté de communes il est clair que Saint-Dié paie sa division en plusieurs communautés de communes mais il serait plus légitime de regarder l’aire urbaine (c’est-à-dire avec Sainte-Marguerite, Taintrux et Saint Michel sur Meurthe par exemple qui ne sont pas dans la communauté de communes de Saint-Dié).
