Lors de sa dernière séance publique, le Conseil Général a voté les crédits nécessaires pour ses affaires courantes comme tous les mois, et en particulier les subventions attribuées aux communes, entreprises et associations. Certains dossiers pourtant ne devraient pas passer inaperçus :
- un rapport du service "infrastructures" a proposé le versement de 3,218 millions d'euros à l'Etat pour le doublement de la déviation de Plombières les Bains (RN 57). Un pur scandale!
1)D'abord parce que depuis le dernier acte de décentralisation qui a transféré la majeure partie des RN (Routes Nationales) au Département, il était prévu que les travaux de l'Etat ne feraient plus appel aux cofinancements des collectivités locales, en particulier du Conseil Général; pourquoi revenir aujourd'hui sur cette disposition? accepter de payer une rallonge c'est mettre le doigt dans un engrenage : demain l'Etat viendra de nouveau faire du chantage "je termine ces travaux si vous en payez une partie"... où est la solidarité nationale pour ces travaux qui permettent de passer de la Lorraine à la Franche Comté?
2) Ensuite, cet apport financier de plus de 3 millions d'euros du Département des Vosges à l'Etat intervient alors même que le gouvernement doit à notre département plus de 150 millions d'euors d'arriérés sur le financement des prestations sociales (APA, Aide personnalisée à l'Autonomie; PCH, Prestation de Compensation du Handicap; RSA, Revenu de Solidarité Active, ...). Qui plus est, à titre de comparaison, la majorité départementale prévoit d'augmenter de 4 millions d'euros les impôts des Vosgiens en 2012...
3) Enfin, pourquoi une telle rallonge budgétaire? le coût global initial de ces travaux était de 23,9 millions d'euros en 2004... elle sera finalement de 31,6 millions d'euros! (+32%!!) quel sens de la maîtrise des budgets...on comprends, entre les lignes, que ces surcoûts sont dus aux retards de l'Etat dans la réalisation des travaux. Donc, sur 7,7 millions d'euros de surcoût, le Conseil général devrait payer 3,2 millions. Est-ce vraiment aux Vosgiens de payer?
Pour toutes ces raisons, dès le vote du Budget primitif 2012, le GRES avait voté contre. Il a été rejoint par le groupe des réformateurs de P. Faivre. Ce rapport a malheureusement été voté, seuls 14 voix s'opposant (nos deux groupes à l'exception de C. Tarantola) et 17 voix l'approuvant (dont les groupes Poncelet et Huguenot). Les Vosgiens paieront!
Dans les autres rapports à retenir, il y a une convention avec l'ADAVIE pour les prestations auprès des Vosgiens. A noter que la mise en oeuvre de la nouvelle convention collective des services à la personne (sont concernés les salariés ADMR, ADAVIE...) montre de nombreux retraits : deux dimanche par mois d'astreinte au lieu d'un seul; moins de remboursement des frais de déplacement, etc.
Notons également qu'un rapport est revenu sur la durée d'amortissement des maisons de retraite; jusqu'ici fixé à 20 ans systématiquement, nous avions sollicité la possibilité de l'allonger dans certains cas pour ne pas alourdir le prix de journée payé par les personnes âgées. Il sera désormais éventuellement porté à 25 ans, mais uniquement pour les maisons de retraite gérées par des CCAS. Je me suis abstenu.
